A hostess skirt is the traditional name for a full length tartan skirt worn at formal Highland evening events, usually with a plain blouse and sometimes a sash. Long tartan skirt is the everyday term for the same length in any cut. Everything on this page is full length, formal or otherwise.
No, though it is the traditional choice for one. In a muted or weathered sett with a knit and flat boots it reads as ordinary winter clothing. What decides the register is the sett and what you put with it. A modern colourway with a plain blouse reads formal. A weathered one with a jumper does not.
A fitted top tucked in and a heel, since the length needs the waist defined and a little lift. A plain blouse for formal wear, a fine knit for daytime. Long coats work well over it. For evening Highland dress, add a tartan sash or shawl in the same sett.
