A kilt built from heavy cotton rather than tartan, with cargo pockets, D rings and adjustable straps. It keeps the defining kilt construction, meaning a wrap front and pleated back, and drops the formality. It is closer to a pair of work trousers in purpose than to a kilted skirt, despite sharing the shape.
Construction. A utility kilt wraps and fastens with straps and buckles and has pleats across the back. A cargo skirt is an ordinary skirt with pockets added, usually with a zip or button closure and no pleating. The kilt version reads more distinctive. The cargo skirt reads more like normal clothing.
In any workplace that accepts trousers and boots, yes, and the pockets and cotton were designed for exactly that. It is popular with tradeswomen, gardeners and anyone working outdoors in heat. Where it will not pass is anywhere with a formal dress code, since the hardware reads unmistakably practical.

Heavy 100% cotton with metal hardware throughout. Machine wash cold on a gentle cycle with every fastening closed and the pockets emptied. Hang to dry rather than tumbling, since heat shrinks cotton and flattens pleating, then press the pleats individually while the cloth is still slightly damp.
