A blanket in the family sett. It needs no size, gets used constantly, and it tends to be the piece families keep long after the clothes are gone. Clothing for a newborn is outgrown within weeks and rarely worn more than a handful of times.
Not reliably. Age based sizing is an average and children vary widely, so a kilt or a skirt ordered to age is a guess. Ask a parent for waist and length, or choose a blanket or an accessory instead.
From around three or four upward, provided it is properly proportioned with lighter yardage and shallower pleating. Below that, a kilted skirt or a wrap is easier for the child to wear and easier for a parent to manage.
The family sett where there is one, since the gift then means something as the child grows. If the family tartan is very bright, a quieter district or universal sett is often the more wearable choice and nobody will consider it a compromise.
