At the natural waist, meaning the narrowest point of the torso, roughly level with the navel and well above where jeans sit. That is around two to three inches higher than a mid rise skirt. The whole effect depends on hitting that point, which is why sending an accurate waist measurement matters more here than in any other cut.
Because it cuts the sett at the narrowest point rather than the widest. A low rise skirt puts the horizontal lines of the tartan across the hip, which broadens. A high waist puts them above it and lets the vertical run of the sett lengthen the leg. Same cloth, opposite effect.

Bend sideways and find where your torso creases. That is your natural waist and it is usually higher than you expect. Measure there over a thin layer, not over a jumper, and send the finished length from that point rather than from your hip. Length measured from the wrong start point is the most common error.
Usually yes, and often better than a mid rise, because it lengthens the leg line by raising where the skirt starts. What matters is that the waistband is not so deep that it reaches the ribs. Send your natural waist measurement and mention your preference in the order notes.
That is a waist to hip ratio issue rather than a sizing error, and it is why sending both measurements matters. If a skirt already gapes, a small dart taken in at the centre back by any alterations tailor fixes it in minutes and costs very little. Do not size down to compensate.
